This document proposes a five-year strategic plan for a new Program Initiative in the “Information and Communication Technologies for Development” (ICT4D) area in Latin America and the Caribbean (LAC), It will build on the lessons learned by these initiatives in previous programming cycles as well as build upon the LAC regional consultation, background papers and contributions of external reviewers and a variety of other consultative mechanisms.

ICT Update is a bimonthly printed bulletin, web magazine, and accompanying email newsletter focusing on the use of information and communication technologies in agriculture in African, Caribbean and Pacific countries. Policies making and their implementation is a governmental task. There is always a big gap between the desired policies and actual policies that are in existence. This, naturally, affects the Nation at large but its consequences are mostly borne by the citizens of that Nation. Although there are many policy lapses in India but the most glaring among them are those pertaining to Information and Communication Technology (ICT).

A working group of Association for Progressive communication (APC) members aims to bring environment higher on the ICT policy priorities of global civil society. Information and communication technologies are a powerful tool for civil society protecting environment. But more is needed to streamline ICT work of different groups and communities, and offer them access to the ICTs they need to secure environmental sustainability, a BlueLink/APC survey shows.

The World e-Parliament Report 2008 represents a first effort to establish a baseline of how parliaments are using, or planning to use ICT to help them fulfill their responsibilities and to connect to their constituencies. The Report also provides an opportunity for sharing lessons learned and good practices from different regions of the world.
