This document proposes a five-year strategic plan for a new Program Initiative in the “Information and Communication Technologies for Development” (ICT4D) area in Latin America and the Caribbean (LAC), It will build on the lessons learned by these initiatives in previous programming cycles as well as build upon the LAC regional consultation, background papers and contributions of external reviewers and a variety of other consultative mechanisms.
